Adult Services Interlibrary Loan Policies

Definitions

The Westerville Public Library provides resources to meet the study, instructional information and normal research needs of patrons. This is accomplished through use of our own collection or through InterLibrary loans. InterLibrary loans are transactions in which library materials are made available by one library to another. InterLibrary loan service supplements the library's resources. For the purpose of this policy, a transaction also includes the provision of copies as substitutes for the loan of original material[s].

Scope

Books or photocopies of pages from periodicals or reference books or reference books needed for research or recreation may be requested from or loaned to another library. The lending library has the privilege of deciding in each case whether a particular item should be provided and whether the original or a copy should be sent.

Borrowing Policies

  1. Adult Services Staff are familiar with and use relevant ILL documents and aids such as the ILL Procedure Manual and the lending policies of other libraries. Such policies are available online in the OCLC Name–Address Directory, and standard bibliographic tools/services. The staff will not deviate from the use of standard ILL procedures.
  2. The library will comply with federal copyright law [Title 17, U.S. Code] and its accompanying guidelines, and will inform users of applicable portions of the law. Indication of compliance with the law will be included in all requests for copied material[s].
  3. In as much as the safety of the borrowed material[s]. is the responsibility of the Westerville Public Library, the library will meet all costs of repair and replacement in accordance with the preferences of the lending library. These charges will in turn be assessed against the patron for whom the material[s] was borrowed.
  4. The library will comply with conditions of loan established by the lending library. Unless specifically forbidden by the lending library, copying by borrowing library is permitted provided it is in accordance with copyright laws and that no damage to the original will result.
  5. Books borrowed from other libraries can only be sent for the loan period specified by the lending library. Patrons will not be granted renewals.
  6. The library will inform its patrons of the purposes of ILL as well as the ILL policy.
  7. Under the terms of this policy, the Westerville Public Library will not ordinarily request the following:
    1. Duplicates of titles already owned. However, we may request a title from another library if our copy has a "long overdue" or "missing" status in VTLS or if we need to replace a missing page from a title we already own.
    2. A patron may request no more than three (3) items per day.
    3. Materials for class, reserve, or other group use.
    4. Books with a copyright or publication date within the same calendar year.
    5. Title that has been requested within the past 3 months by the same patron.

Lending Policies

  1. Any decision to loan material[s] is made at the discretion of the Westerville Public Library Adult Services Staff.
  2. The library will process requests promptly, usually within 24 hours.
  3. A statement of the library's current ILL policies will be available online via the OCLC Name–Address Directory as well as on the library's Internet Home Page and as a handout.
  4. Conditions of loans will be stated clearly and material[s] packaged carefully.
  5. The library will notify the borrowing library when unable to fill requests.
  6. Under the terms of this policy, the library will not loan the following:
    1. Books in current and/or recurring demand
      • 14–day books including holiday books
      • books with "long overdue" status on VTLS
      • checked out books
      • books with "on order" or "in process" status in VTLS
    2. Periodicals
      However, the library does send photocopies of articles. Requests for photocopies must include a complete citation for a specific article.
    3. Audio cassettes, video cassettes or CD's
    4. Reference materials

Duration of Loans

  1. Loan period for material[s] is six [6] weeks
  2. AU material[s] on loan is subject to immediate recall
  3. ILLoan books are not renewable.

Expenses

  1. The library assumes responsibility for all costs charged by the lending library.
  2. The Westerville Public Library requests material[s] only from those lending libraries which do not charge for loans. However, if a patron wishes to borrow material[s] from a library which charges, the librarian must first determine charges, and notify patron of said charges, before requesting material[s]. The patron is then responsible for those charges.
  3. The library charges twenty–five cents ($.25) per request for InterLibrary loans payable at the time they pick up the material[s].
  4. The library charges patrons ten cents ($.10) for each photocopied page received through InterLibrary loan.
  5. The library charges patrons ten cents ($.10)/day for overdue fines for Interlibrary loan books.
