Westerville Public Library

Borrowing Regulations

  1. Any Ohio resident is entitled to free library services and may apply for a borrower's card in person at the library.
  2. Any item that circulates for public use may be borrowed from the library at the time registration is completed. Thereafter, the card issued in the patron's name should be presented when borrowing items from the library.
  3. Each adult borrower is held responsible for all items charged out on his/her card.
  4. Parent/guardian signature is required for children under 18 years of age. The parent/guardian will be responsible for the appropriateness of materials, including electronic information, and for payment of charges incurred with the card.
  5. Residents of other states and countries may obtain a temporary library card by showing a photo ID, proof of local address and proof of home address. All other policies and regulations are identical to those of an Ohio resident.

Library Card

  1. To qualify for a library card an applicant must show a photo ID and proof of current address, and fill out an application form. Children under 18 years of age must have the signature of a parent or guardian. Library materials may be borrowed at the time the application is completed. Thereafter, the presentation of a library card is necessary for borrowing.
  2. A replacement card may be obtained upon the payment of $1 fee, the return of overdue library materials, and the clearance of any fines exceeding the $5 maximum.
  3. No person shall damage or fail to return a book, magazine, art print, audio cassette tape, videocassette tape, or any other library material borrowed from a public library.
     
    No person who within a reasonable period of time pays for a damaged or lost item in accordance with the rules of the library shall be deemed guilty of this offense.
     
    No person shall abuse a library card issued by a public library. Abuse of a library card shall consist of any of the following acts:
     
    1. Obtaining or attempting to obtain a library card by means of false identification or address.
    2. Using or attempting to use a library card without the permission of the person to whom it was issued.
    3. Using or attempting to use a library card which has been revoked.
