State Library of Ohio Biennial Budget Testimony

The State of Ohio operates on a biennial budget process which funds the state’s programs and various agencies on a two year cycle.  As a state agency, the State Library participates in this process beginning with the development of a Budget based on guidelines developed by the Office of Budget and Management.  After the budget is submitted to OBM it is reviewed by the Governor who then makes a recommendation in the form of The Executive Budget to the Ohio General Assembly.  The General Assembly then drafts the Governors budget into the Budget Bill (HB1) and conducts hearings on the bill in both the House and Senate before working out a final version in a joint conference committee and adopting a final budget at the end of the current operating cycle on June 30, 2009.

This year the State Library’s budget was placed for hearings before the Higher Education Subcommittee of the House Finance and Appropriations Committee and the Senate Finance and Financial Institutions Committee.  Copies of State Librarian Jo Budler’s testimony for this year and years past is below:
